Man found not criminally responsible in Boulevard Lake attack

Thunder Bay police say the man charged after an unprovoked attack at Boulevard Lake Park in May has been found not criminally responsible following a mental health assessment.

Edward Moore was charged with assault and choking after the May 7 incident. He remained in custody while waiting for the assessment.

Court officials confirmed this week that Moore was found not criminally responsible, meaning the case will now be handled by the Ontario Review Board. The board will decide the conditions for his treatment, supervision and any future return to the community.

The victim, Rebecca Carr, said she was attacked while out for a morning run around Boulevard Lake. She was helped by two St. Ignatius High School students who heard her screams and stopped to bring her to safety.

Carr has encouraged others to trust their instincts, saying she wished she had listened to her gut feeling before the attack.
