High-risk offender released, expected to reside in Winnipeg

A high-risk offender has been released from custody and is expected to reside in Winnipeg, prompting a public notification from Manitoba authorities.

Marcel Hank Charlette, who is also known by the aliases Hank Marcel Caribou, Hank Charlette, Peewee and Bald Eagle, was released Sunday from Milner Ridge Correctional Centre after completing a sentence for breaching probation. He will remain on supervised probation for the next two years.

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) said Charlette is considered at high risk of committing future sexual and/or violent offences against members of the public, including children.

Authorities said the 53-year-old previously completed some sex offender treatment but continues to be assessed as a high-risk offender.

Charlette is described as standing five feet two inches tall, weighing about 124 pounds, with brown eyes and several distinctive tattoos. His tattoos include two teardrops, “1972” near his eyes and “87” on his right cheekbone.

According to MIHRSOU, Charlette has an extensive criminal history that includes a manslaughter conviction involving a two-year-old child, eight assault convictions, uttering threats, weapons-related offences and multiple breaches of court orders. Four of the assault convictions involved female victims.

As part of his probation, Charlette must comply with several court-ordered conditions, including observing a daily curfew and possessing no weapons.

Anyone with information about Charlette or suspected breaches of his release conditions is asked to contact the Manitoba Integrated High Risk Sex Offender Unit, Manitoba Crime Stoppers or their local police service.

Authorities also warned that any form of vigilante action or harassment directed toward Charlette will not be tolerated.
